Council Meetings

Regular monthly meetings are held on the first Tuesday of each month. During winter months (September-April) they are at 4:45 p.m. Meetings in the summer months (May-August) are held at 4:15 p.m. Each Rep receives regular mailings from the NASA office for the Council meetings, including:

  • Meeting Agenda indicating time and place
  • Minutes of the previous Reps Council meeting
  • Minutes of the weekly Executive meetings
  • Monthly Report from the Council Chair
  • Reports, documents and other material as needed

Council Meetings are normally one to two hours long, depending on the agenda (which is approved at the beginning of each meeting). Any NASA member may attend a Reps Council meeting. However, only NASA Reps can make, second, or vote on motions. NASA Executive officers are considered ex-officio, non-voting members of Council.

Quorum

Quorum for Council meetings is 20 per cent of all current Reps or 10 Reps, whichever is greater. A Council meeting which fails for lack of quorum may be reconvened at the discretion of the Chair. This must happen not less than seven days later. At least five days notice must be given for such reconvened meetings.

Time-off Provision

The provisions in Article 4 of our contract allow Reps to take time off, without pay, for Council meetings. Generally, subject to job requirements, members of Reps Council shall be granted time off without pay to a maximum of one hour per month to attend Council meetings in the event that those meetings are held during their regular work shift. Reps in that situation should notify the Chair of Council at least one week before the meeting. NASA submits such requests to the Director of Personnel.

Observers

Council meetings are normally open to all NASA members. Any NASA member who is not a Rep, is called an Observer. NASA Executive members are considered ex-officio non-voting members of Reps Council, and are given Observer status at Council meetings.

Chair of Council

Council meetings are chaired by the Chair elected by the Council (normally at the first Council meeting after general elections). The Chair also sits on the NASA Executive as an ex-officio, non-voting member. The Chair reports to the Executive on Council decisions and keeps Council informed on relevant issues raised at the weekly Executive meetings.

Editor in Council

Should Council wish to produce a publication, they may choose to elect an Editor to co-ordinate production of such a publication. Council normally submits a general budget for publications to the General Meeting for approval. The Executive is responsible for approving the specific expenditures as the financial authority between General Meetings. The Editor sits on the Executive as an ex-officio, non-voting member. Council did produce a newspaper, 'Staff Rep' during the 1970s and another, The Reps Council Voice, from 1980 to 1984.

Meetings are normally conducted according to Roberts Rules of Order. For further details, please consult the section on NASA's Rules of Order.

Vacancies on NASA Executive

When an Executive position becomes vacant during the normal term of office for the position, Council elects a person to fill the vacancy for the remainder of the term.
