The NASA Executive

One of the most important functions of Reps Council is to serve as an advisory body to the NASA Executive. Council must provide a link between the Executive and the diverse parts of the University non-academic work force. This makes it important for all Reps to understand how the Executive functions in NASA.


What the NASA Executive Does

The Executive is responsible for managing the affairs of NASA, subject to the Bylaws and to directions given to it by general membership meetings. They are also accountable to the membership for actions taken in the name of NASA. These responsibilities include:

  • handling our financial affairs and approving necessary expenditures
  • directing the office staff via the manager who reports to the Executive
  • receiving reports from NASA committees and our representatives on various university and community bodies
  • making statements on behalf of NASA
  • calling general and information membership meetings

Executive Meetings are held weekly (normally on Tuesdays from 11 a.m. to 1 p.m.). Quorum for these meetings is a simple majority (4) of the Executive. Two days notice is required for a reconvened meeting should quorum be successfully challenged.

Any NASA member may attend general business sections of the Executive meetings provided he or she makes such a request to the NASA office prior to the meeting.


Executive Positions

There are seven voting members on the Executive:

President

The President, when present, presides as chairperson at all General Meetings and all meetings of the Executive. Usually the President represents NASA to the public, and will, on those occasions, speak on our behalf.

Vice-President

The Vice-President, in the absence of the President, assumes the President's duties. He or she is also responsible for chairing the Benefits Committee.

Secretary

The Secretary is responsible for attending all NASA and Executive meetings and to see that accurate minutes are kept. The Secretary, or designee, is responsible for keeping custody of these minutes. The Secretary makes sure that a record is kept of all the members of the Association and their addresses. He or she is also in charge of the seal of NASA used to authenticate signatures on official documents. The Secretary is the Returning Officer for all NASA Elections.

Treasurer

The Treasurer is responsible for the monies paid to the union and for maintaining a proper accounting of our funds. This involves supervising the financial books and the preparation of a financial statement (by an auditor) for the Annual General Meeting.

Bylaws Chair

The Bylaws Chairman is responsible for reviewing any proposed amendments to our bylaws. In case of a dispute as to the interpretation of the bylaws. His or her is not subject to challenge except by a General Meeting.

Grievance Chair

The Grievance Chairman is responsible for chairing the Grievance Committee.

Membership Chair

The Membership Chairman is responsible for improving membership recruiting operations and methods.

Council Chair and Council Editor

The Chairperson of Reps Council and the Editor of the Council Paper both sit on the Executive as ex-officio, non-voting members. Both of these members are elected by Reps Council. They are responsible for reporting to Council on Executive activities and keeping Reps informed as to Executive discussions and decisions.


Executive Elections

NASA Executive elections are held in the Spring and results are announced at the Annual General Meeting. The NASA Bylaws describe the specific procedures for those elections and the requirements for becoming part of the Executive. Recently, NASA also established the position of Chief Electoral Officer and adopted detailed election procedures.

In summary:

  • Any NASA member in good standing is eligible to run for election
  • Executive members are elected for a two-year term (alternating terms)
  • Executive nominations are made in writing and endorsed by at least 10 NASA members
  • Nominations have to be in the hands of the Secretary at least 30 days prior to the Annual General Meeting in May
  • Candidates can participate in all-candidates forums held during the election and provide information for a package sent out to NASA members
  • Election ballots, mailed out to the membership, must be returned before the Annual General Meeting

Executive By-Elections

Sometimes, due to a resignation, retirement, or even the lack of a qualified candidate during the election process, an Executive position may not be filled during its term of office. In such situation, the NASA Reps Council fills the position through an election. Council, as the "representative" membership body, is given the responsibility for acting on behalf of the members.

Once again, all NASA members are qualified to run, however, only voting members of Reps Council vote.
