Some consider the PDCA Circle a heuristic
tool. I prefer to see it as a quality improvement
methodology. As such, it helps users organize their thoughts and
structure the quality improvement process. Put differently, the diagram
does not provide solutions to quality problems or tools for data
collection and analysis.
