PREAMBLE
The University of Alberta Social Art Club (UASAC) is an organization formed for the purpose of doing recreational art, so that members can learn about or pursue their hobby of creating visual art.
ARTICLE I: NAME
The University of Alberta Social Art Club (UASAC) is the official name of this organization.
ARTICLE II: MEMBERSHIP
Since the UASAC is a Students' Union registered club, any full Students' Union member may become a member of the UASAC. At least two-thirds of this club's members must be University of Alberta members, and at least half of this club's members must be Students' Union members. Furthermore, at least three-quarters of the club's Executive Committee shall be University of Alberta students. If the registration of new members (who are either non-SU members or who do not attend the University of Alberta) threatens the proportions stated above, the registration of the new members will be halted until the ratios can be balanced out.
There are two classes of membership: regular and honorary. A regular member will come to the meetings consistently (at least once a month) and do art at the meetings, except perhaps on field trips or during the visits of guest speakers. An honorary member does not come to the meetings on a regular basis, but rather, comes after an invitation, agreed upon by the Executive Committee, for activities such as guest speaking or coordinating special events.
A member in good standing attends meetings on a regular basis (at least once a month), does art or art-related projects during meetings, and treats other members, the art equipment, and the UASAC premises and furniture with respect and care. He or she cleans up properly and punctually upon the closing of the meeting, does not wilfully damage others' artwork, and does not thoughtlessly waste art supplies. A member in bad standing, on the other hand, does not come to the meetings to do art or art-related projects, or treats other members, the equipment, or premises with disdain and disrespect. He or she wilfully damages or steals others' artwork, does not clean up adequately or promptly at the end of the meeting, or wastes art supplies unreasonably.
Members can sign-up at any time to the UASAC, as long as their registration does not conflict with the ratios of a Students' Union registered club outlined above. Members can continue in the UASAC until the next annual registration date or until they are expelled from the club. Members in bad standing will be given up to two warnings; if their offending behaviour persists, they can be expelled form the UASAC, as long as their expulsion has the backing of at least half of the Executive Committee. If a member is in bad standing because he or she stole from the UASAC or from its member(s), he or she will be immediately expelled from the UASAC, given that this decision has the support of at least half of the Executive Committee.
ARTICLE III: MEMBERSHIP DUES
There is a membership due of five dollars that each member must pay. The due should be paid within the first month of joining the club.
ARTICLE IV: EXECUTIVE COMMITTEE
The Executive posts available in the UASAC are President, Treasurer, Secretary, Photographer, Web Designer, and Public Relations/Member Recruitment Officer. The UASAC will hold an election at its annual General Meeting in April to determine the Executive Committee for the following year. Except for the first year of the UASAC's operation, the Executive Committee will be an elected body. In order to run for an Executive position, the candidate must be a member of the UASAC by Election Day and give a speech to inform voters of his/her candidacy. The candidate must be a University of Alberta student. At least five of the Executive positions must be held by Students' Union members. Non-SU members can only run for one Executive post. The first non-SU member to become a candidate in an election determines which post this will be. The electorate at the General Meeting will be all the members of the UASAC who are present at the Meeting or members who vote in advance. The voting will be done by secret ballot. The reigning Executive Committee will tally up the votes, and the results will be issued promptly to all members. For each post, the candidate with the most votes will win.
The term of office for each Executive member will be one calendar year. The Executive member may re-elected in future elections.
The President will oversee membership of new members, begin and close each meeting, take attendance at each meeting, determine and oversee budget details with the Treasurer, greet guest speakers, handle small complaints or disagreements amongst members, obtain premises and equipment for the UASAC, and ensure smooth running of the art club.
The Treasurer will collect membership dues, determine budget details with the President, handle financial transactions of the club, and hold meetings in the absence of the President.
The Secretary will take minutes of each meeting, inform members of when to begin cleaning up at regular meetings, and keep an organized, up to date account of the club's activities, such as trips planned or guest speakers invited.
The Photographer will take photographs of the club members and their art for display in Public Relations/Member Recruitment campaigns or for the UASAC website.
The Web Designer will work with the Photographer to establish and/or update the club's website with information, such as membership opportunities, upcoming events, and a gallery of the members' artwork.
The Public Relations/Member Recruitment Officer will contact newspapers, other media, and guest speakers to increase art awareness on campus, publicize the UASAC, and attend events like Clubs Fair to enrol more members.
ARTICLE V: MEETINGS
An annual General Meeting for the UASAC will be held in April. Members will be notified of the meeting by email at least two weeks in advance. Elections for the UASAC
Executive Committee for the proceeding year will be held during this meeting.
Most meetings throughout the year will be regular meetings, in which members will do recreational artwork. Special meetings may also be held form time to time, like when a guest speaker visits or the members embark on a field trip.
If the premises are available, UASAC meetings will be held once a week at the same time, same place, and same day each week. Members will be notified by telephone or email if there is any change of time, room, or day for a meeting, or if more or fewer than one meeting is to be held in a week.
Three members will constitute a quorum; as long as at least three members are present for a meeting, it will take place.
Attendance will be taken at the beginning of every meeting. If any of the members wish to voice their questions or concerns, they may do so immediately after the attendance is taken, except during special meetings, at which point, they must wait until the next regular or general meeting or approach an Executive member on their own time. At regular meetings, members will then be able to start or continue their art projects for about fifty minutes, after which time, they will be asked, by the Secretary, to commence cleaning up. Approximately sixty minutes after its start, each regular meeting will come to an end.
ARTICLE VI: AMENDMENTS TO THE CONSTITUTION
Amendments to the UASAC Constitution can only be proposed at regular meetings, immediately following the attendance. The proposition may be voted upon in the meeting it has been mentioned; however, if the proposition suggests significant alteration to the running of the UASAC, it will be voted upon in the following regular meeting, and members will be notified via email of the nature of the proposition and when voting on this proposition will occur. Voting on propositions will take place with a show of hands; if at least two-thirds of the members present at a meeting agree upon it, the proposition will be passed, and it will go into effect as soon as possible.
