The following policy proposal was endorsed at the June 24 Annual General Meeting. If you have any questions or comments, please contact the NASA President who is the chair of the Committee.


Human Resources Policy for NASA 

PRINCIPLES:

  1. The bylaws of the Association are fairly clear that the most significant employee of the Association is the Manager.
  2. The Manager's objective is to undertake and complete the work of the Association, as dictated by the General meetings and the Executive.
  3. The work delegated by the Manager and undertaken by other staff remains the responsibility of the Manager.
  4. Input from the membership should be welcomed and its expertise used wherever possible in the running of the Association. The hiring and evaluation of all major NASA staff should involve the membership through an elected Human Resource Committee.

RESOLVED:

NASA shall establish a permanent Standing Committee, the Human Resources Committee, to:

  • assist the manager
  • evaluate annual reviews of staff performance
  • address grievances raised by non-managerial employees

The Committee shall be composed of seven (7) members inclusive of the President as the Chair. Two members shall be elected by the Executive, two members from Reps Council and two members from the general membership.

The Committee shall be responsible for the selection process for the Manager and shall make its recommendations for approval to a general meeting.

As a budgetary item, prior to the creation of any new staff positions, the Committee shall present such a recommendation to a General Meeting for approval.

The Committee and Manager shall agree on the selection process for all other employees of the Association.

The Committee shall be consulted on all other significant human resources questions by the Manager.

The Committee shall report on an annual basis to the General Meeting, the Executive, and Reps Council.
