ARTICLE 42
JOINT COMMITTEE
42.01 The parties recognize the importance of maintaining a harmonious
relationship. To that end, they agree to establish a Committee whose mandate is to meet
periodically in order to resolve problems and to exchange relevant information pertaining
to each other's operations.
(a) Composition:
(i) The Committee shall comprise an equal number of University and NASA
representatives, with a minimum of two (2) and a maximum of four (4) from each side.
(ii) The Committee may call upon additional persons as resource expertise.
(b) Powers:
(i) The Committee may establish ad hoc sub-committees as it deems necessary and shall
set their terms of reference.
(ii) The Committee shall meet at the call of either party or at least once every three (3)
months at a mutually agreeable time and place.
(iii) A University representative and a NASA representative shall alternate in presiding
over meetings of the Committee.
(c) Terms of Reference. The Committee shall operate within the following terms of
reference:
(i) review matters relating to the maintenance of good relations between the parties;
(ii) investigate conditions causing grievances and misunderstandings and recommend/advise
regarding appropriate resolution;
(iii) resolve problems pertaining to the interpretation and administration of this
Agreement;
(iv) discuss matters of mutual interest or concern;
(v) make joint recommendations on changes to the Agreement, to their respective
principals;
(vi) employees shall not suffer any loss of regular earnings for time spent on the
Committee or its ad hoc sub-committees.
