Memorandum of Agreement The parties agree that no less than four (4) months after the date of ratification of the new collective agreement (effective April 1, 1997), the parties will meet to discuss the issue of the exclusion of employees from the bargaining unit. The parties shall use the discussions held at current negotiations as the initial starting point. It is agreed that it may be appropriate to develop objective criteria for excluding staff from the bargaining unit with reference to the work performed, provisions under the Public Service Employee Relations Act and any other factors determined relevant. The parties agree to reach agreement on the matter no later than March 31, 1999, failing which either party may table proposals at the next set of collective agreement negotiations or proceed with the "exclusion/inclusion" grievances that have been held in abeyance.
