Memorandum of Agreement
Between
The Board of Governors of the University of Alberta
and
the Non-Academic Staff Association
on
The Implementation Process for the Initial Allocation of Positions to Job Families
 

This Memorandum of Agreement applies solely to the initial allocation of positions to Job Families. Job Evaluation Appeals are to be conducted in accordance with Articles 39 and 40.

1. The parties agree in principle on the allocation of positions to Job Families as outlined in the appendix (Appendix F) to the new collective Agreement.

2. Human Resource Services will review all positions of greater than twelve months duration to:
(a) ensure appropriate Job Title, and
(b) assign each to the appropriate Job Family.

3. Human Resource Services and NASA will review 2 (a) and 2 (b).

4. Employees will be notified of the results of the review in writing.

5. Employees will have two (2) weeks from date of receipt of notification to submit to the Job Evaluations Appeals Committee (JEAC), an appeal regarding the allocation of their position to a Job Family. This is not a job evaluation appeal.

6. Employees failing to submit an appeal within the prescribed limit will be deemed to have agreed to the Job Family allocation. If subsequently (within two (2) months) the employee can demonstrate that s/he was unavoidably prevented from submitting a Job Family appeal, the employee may file such appeal within one (1) week.

7. Human Resource Services will initially review all appeals.

8. Human Resource Services will discuss review of appeals with NASA to resolve any difference if the employee has asked NASA for assistance with the appeal.

9. The employee will be notified of the appeal results within two (2) weeks of the review under 8.

10. Unresolved appeals may be submitted within two (2) weeks to the JEAC by the employee.

11. JEAC is defined as per Article 40, except that JEAC does not have the power under this Agreement to amend, alter or change point values and grades.

12. Upon ratification of the new collective agreement and where an employee is affected by a layoff under Article 20 prior to receiving notification of his/her Job Family allocation, the allocation shall be included under the "Act of Consulting" provisions of Article 20 (20.03). In the event that the employee disagrees with the allocation, the employee may initiate an appeal of the Job Family allocation in accordance with this memorandum.
