Chief Emergency Warden:  Perry Fedun (back-ups: Rizaldy Mariano, Lucas Duerksen)

 

Role:   Overall responsibility for building evacuation

 

Responsibilities:

 

  1. Maintains a current list of persons with disabilities who are assigned to area of responsibility.
  2. Maintains knowledge of the building evacuation plan and specific instructions for the area of responsibility.
  3. Communicate with building Emergency Wardens and be advised of evacuation of their areas, any problems encountered, any non-ambulatory persons requiring evacuation and their location.
  4. Meet Emergency Response Department and answer any question as to building layout, nature of emergency, location of persons with disabilities, if any, etc.
  5. Advise Emergency Wardens when all clear has been given for return to the building.
  6. Communicate with Emergency Wardens/alternates after the drill or evacuation to evaluate how it went and what could be done better.

 

           

Emergency Floor Wardens: 

 

Role:   Evacuate/clear assigned predetermined area

 

Responsibilities:      

 

  1. Maintains knowledge of the building evacuation plan and specific instructions for the area of responsibility.
  2. During building evacuations, direct occupants in their area of responsibility to the primary or secondary evacuation routes.
  3. During building evacuations, checks all spaces in their area of responsibility to ensure that all occupants have heard the alarm and are taking action. Report rooms still occupied to Warden.
  4. During building evacuations, verifies that assigned staff is aiding persons with disabilities.
  5. Direct the flow of people to nearest and safest exit stairs and advise them not to use elevators nor centre stairwell.
  6. Arrange the safe removal of all persons with disabilities in your area. (May be moved to safe zone, i.e. stairwell)
  7. Close all doors opening onto corridor.
  8. Note fire location and any problems with fire alarm system.
  9. Report any problems or comments to Chief Emergency Warden.
  10. Return to, and remain at, designated exit to prevent people from re-entering.
  11. Evacuate the building after all assigned duties are accomplished.

Responsibilities:                              

 

  1. Coordinate with faculty and department on specific emergency issues.
  2. Inform faculty and department staff as required.
  3. Initiate contractive services for specific department needs.
  4. Be available or appoint alternate for inclusion in the recovery plan discussions.
  5. Submit Emergency Incident Report.

Evacuation – General

 

 

If you discover a fire

 

  1. Activate the NEAREST fire alarm station, located along exit path.
  2. Close door(s).
  3. Evacuate the building using the marked exits  DO NOT USE ELEVATORS and avoid using the building’s central stairway
  4. If possible, call 911
  5. Give name, location, and nature of emergency.
  6. Meet Fire Department at main entrance. (If you have information on the nature of emergency).

 

If you hear an alarm

 

Remain calm.  Evacuate the building via the closest and safest exits.  DO NOT USE ELEVATORS and avoid using the building’s central stairway.  If required, report to Emergency Assembly Point.  All staff should report to one of the Emergency Assembly Points.

 

Primary Assembly Point: Electrical & Computing Engineering Research Facility (ECERF)

Secondary Assembly Point: General Services Building

 

If your exit is blocked

 

Should the stairwell or exit start to fill with thick smoke check for alternate exits and if both exits are unsafe, stay put.  It is the safest place to be.

 

v  Know your Emergency Plan and practice it before a fire occurs.

 

Ø  Where are your exits?

Ø  Where are the exit stairs?

Ø  Where are manual fire alarm pull stations?

Ø  Where are the fire extinguishers?

 

v  Be prepared to use your alternate exits should a fire occur.

 

v  If your first attempt to exit is blocked by fire or smoke, knowing your building’s exit system may save your life.

 

v  Do not use elevators in case of an emergency.

 

v  Realize that elevators are not safe.  In case of a fire, they can stop between floors if electrical power interrupted, trapping you inside.  Elevators can also be called to the fire floor putting you in serious danger.

 

v  Practice fire drills as a matter of routine.  You may not realize that a real emergency exists.

 

v  Be prepared.

 

v  Should smoke block your way out, stay low and crawl to where you’ll find cleaner air.

 

v  If you are trapped in a room or office, don’t panic.

 

Ø  Feel the door to detect the unusually warm surface temperature.  If the door feels hot do not open it.

Ø  Seal the cracks around the door with towels, tape or something that will keep smoke out.

Ø  Go to the window and signal for help.  Rescuers will be looking for you.

Ø  If you have a telephone available, telephone 911 state your emergency and wait for further instruction.

 

 

Note: Only attempt to extinguish fire if no danger exists and the above steps have been followed.  Campus Security, Fire and Life Safety personnel and/or Chief Emergency Warden will handle liaison with the Edmonton Emergency Response Department.

 

 

NREF Evacuation Procedure:

The goal of this procedure is to confirm, for EMS, that the building is clear of people.  If one floor Warden from each floor reports to the Building Warden at the panel that his floor is clear, for each of the 9 floors, the system will work perfectly.  

After the Floor Wardens clear their designated floor, please come down the NW Stairwell by the Fire Panel and report your clear floor to the Building Warden or one of his alternates with the white hat.   Then you proceed through the NW exit door around the building to the exit door that you have been assigned to monitor.  In the past the exterior doors unlocked several times, allowing students back into the building while Firefighters were still working.    Now you cannot let anyone back into the building, even if you hear the locks click open.    Building wardens will pass the message to the Wardens monitoring the exterior doors when it has been officially deemed clear to enter.

 Note: If you are at the panel before the building wardens, please stay there until one of them arrives.  You may have to let Facilities & Operations staff, Campus Police, or Fire Department staff into the building.
